The LPMHC is a Psychotherapist assigned to the Mental Health Clinic (MHC). The incumbent must use a high level of skill in assessing and treating the complicated psychosocial problems of Veterans referred to the MHC. Specifically, the Incumbent will require competency in the appropriate management of General Mental Health, PTSD, and Marriage and Family treatment services. The incumbent completes thorough psychosocial assessments, in addition to short-term, solution focused counseling with individuals and families who may be in crisis, supportive counseling, evidence-based psychotherapy, or referral for resources and benefits. In the areas of general Mental Health services, specialty PTSD services, and Marriage and Family treatment services the Incumbent:
Possesses a high level of skill and expertise to establish and maintain effective therapeutic relationships with Veterans in the MHC and/or their families. The incumbent is able to independently work with Veterans and their families who are experiencing a wide range of complicated medical, psychiatric, emotional, behavioral, and psychosocial problems. Independently completes thorough psychosocial assessments to determine the psychosocial functioning and needs of Veterans and/or their families. Able to utilize this assessment in facilitating the Veteran's maximum use of treatment for attainment of the highest level of independence that is possible and practicable. Actively participates as a member of the interdisciplinary treatment team and actively participate through collaboration with Veterans and family as well as interdisciplinary treatment team members in the development and implementation of a resident centered treatment plan. Possesses a working knowledge and experience in use of medical and mental health diagnoses, disabilities, and treatment procedures, including acute, chronic and traumatic illnesses, common medications and their effects/side effects, and medical terminology. Facilitates discharge planning through collaboration with Veterans and their families as well as interdisciplinary treatment team members to ensure that appropriate discharge plans are executed in a timely manner. Serves as a liaison between Veterans and/or their families and VA and community resources in order to ensure thorough delivery of services. This involves coordination of Veteran and family involvement in the development of treatment plans, coordination of Veteran involvement in monthly Resident Council meetings, and coordination of family involvement in monthly Family Council meetings. Possesses knowledge and ability to independently implement treatment modalities, provide counseling and/or supportive groups for Veterans and families. Provides consultation and education to Veterans and their families regarding community resources, VA benefits and specialty programs, and advance directives. This includes the incumbent's knowledge of the process for accessing and/or coordinating community-based services, including information and referral for additional services from other VA programs, other government programs, and community programs. Available to provide consultations to other treatment team and staff members regarding psychosocial needs of Veterans and/or their families and the impact of the identified psychosocial problems on the Veteran's health care planning, compliance with treatment, and discharge planning. Maintains knowledge of Veteran's benefits and services, community resources, and process for making appropriate referrals to community and other governmental programs or agencies. Possess skills and knowledge to provide case management services to Veterans and their families throughout the continuum of care. Able to appropriately utilize principles of human growth and development over the life span and will be able to assist Veterans in coping with the loss and grief experiences from disability and terminal illness. Possess and demonstrate ability to communicate effectively, both orally and in writing with people from varied backgrounds. Work Schedule:

Hold a master's degree in mental health counseling, or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to, Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling; and Marriage and Family Therapy. A doctoral degree in mental health counseling may not be substituted for the master's degree in mental health counseling. Licensure. Persons hired or reassigned to LPMHC positions in the GS-101 series in VHA must hold a full, current, and unrestricted license to independently practice mental health counseling, which includes diagnosis and treatment. New York Licenses are not valid (1) Exception. Non-licensed LPMHCs who otherwise meet the eligibility requirements may be given a temporary appointment as a graduate LPMHC under the authority of 38 U.S.C. 7405(c)(2)(B). The appointing official may waive the requirement of licensure for a period not to exceed 2 years for a LPMHC that provides care under the supervision of a licensed LPMHC at or above the full performance level. This exception only applies at the entry level (GS-9). For grade levels at or above the full performance level, the candidate must be licensed. English Language Proficiency:
LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation). In addition to the basic requirements, candidates must have at least 1 year of post-master's degree mental health counseling experience; OR In addition to the basic requirements, a doctoral degree in mental health counseling, or a related field may be substituted for the required 1 year of professional mental health counseling experience. Must possess a full, current, and unrestricted license to independently practice mental health counseling, which includes diagnosis and treatment issued by any state other than New York. Grade Determinations:
GS 9 Level:
The entry level is used for LPMHCs with less than one year of post-master's degree experience or for LPMHCs who are graduates, not yet licensed at the independent practice level. GS 11 Level:
In addition to the basic requirements, candidates must have at least 1 year of post-master's degree mental health counseling experience; OR In addition to the basic requirements, a doctoral degree in mental health counseling, or a related field may be substituted for the required 1 year of professional mental health counseling experience. Must possess a full, current, and unrestricted license to independently practice mental health counseling, which includes diagnosis and treatment issued by any state other than New York. References:

The work is mostly sedentary. However, occasional standing, walking, bending, and lifting of light items may be necessary. Must be able to transport a government vehicle to transport patients. Selected applicants will be required to complete an online onboarding process.
